Congressional Black Caucus Issues Bi-Annual Report

The Congressional Black Caucus (CBC) issued an 8-page bi-annual report detailing their efforts between Jan-Jun 2009 to deal with the longterm, systemic inequities in the Black community.

More than 24% of African Americans live below the poverty line and African Americans are 55% more likely to be unemployed than other Americans. The CBC wants to be viewed as the 'Conscience of Congress'. It is up to us to be the judge. I encourage all villagers to download/read their 8-page report.

It appears that the CBC wants to use legislation to create a pathway out of poverty through economic opportunities, job training, livable wages, education, mental health services, affordable housing, health care, child nutrition and a responsible foreign policy.

Let's talk about the CBC. What are your thoughts on this report?

Taser Death of Jamaal Valentine May Be Blamed on 'Excited Delirium'

Jamaal Valentine is the 27-year old man who's life was cut short when LaMarque (TX) police officers fired 50,000 volts of electricity into his body with a taser gun.

Jamaal Valentine was unarmed. He was in physical distress. One of the witnesses at the scene thought that he was having a heart attack and needed medical attention. The police arrived and decided that it would be better to electrocute this man rather than call an ambulance on the scene to provide medical attention.

Result? Jamaal Valentine is dead. His children won't be celebrating Father's Day with him this weekend.

The Powers-That-Be in Texas are desperate to keep the attention on this death with the young father. There is no evidence of drug use. He was unarmed. Yet, it appears that the Galveston District Attorney is leaning towards blaming Valentine's death on 'excited delirium'. Excited delirium is a manic state in which a person appears frantic while adrenaline pumps into the body at a high rate.

Valentine’s family and the eyewitness who called police in the first place claim the officers used excessive force in handling Valentine.

La Marque police records show an ambulance was not called for until after officers had gotten into the scuffle and shocked Valentine. EMS only was called to the scene to treat Valentine for cuts he suffered during the struggle with the three officers.

It was while in the ambulance that Valentine went into cardiac arrest.

We continue to wait for the decision from the Galveston District Attorney on whether or not criminal charges will be filed against the police officers who contributed to the death of this young man.

In the meantime, I encourage all villagers to sign our online petition asking for congressional hearings on the escalating incidents of taser torture in America this year.

911 Tape: Police Officer Ken Thompson Taser-Kills Brian Cardall Within 42 Seconds of Arrival on Scene

Hurricane police officer Ken Thompson must be having nightmares. Thompson is the officer that made the decision to electrocute Brian Cardall last week out on the side of a southern Utah highway earlier this month. The nightmare for Officer Thompson is that his actions are documented on audio tape.

Thompson was one of the multiple officers called to the scene by a 911 call placed by Brian Cardall's wife. Anna Cardall tells a dispatcher that her husband didn't have weapons on him. She states he hadn't been drinking and wasn't under the influence of drugs, outside of his Seroquel (prescribed to deal with his bipolar disorder).

Thompson took all of 42 seconds to fatally shoot an unarmed Cardall with his taser gun. 42 seconds. Listen the the police audio tape and judge for yourself.

Thompson arrives on the scene at 1:17 pm and begins to yell, "Get down on the ground! Get down on the ground!" Brian Cardall responds twice in what sounds as a panicked voice, "Is this a standoff! Don't shoot."

About 42 seconds after arriving on scene the officer deployed his Taser yelling, "Taser deployed! Stay on the ground! Stay on the ground!"
Thompson is heard on the tape to say, "He went down, he tried to get up and I told him to stay down. I tased him again and then after the second time..." You can hear Brian Cardall moaning and screaming for about five seconds after Thompson first deploys a Taser on him. Following a two-second pause, Thompson deploys the Taser on Cardall again. He says in the recordings Cardall had tried to get up.

Officers struggle to get Brian Cardall into handcuffs. You can also hear Brian Cardall's wife yelling at him to comply. Almost immediately, they notice something wrong.

"He's not breathing," an officer said on the tape. They also notice he is pale. More than three minutes after the Taser was deployed, someone can be heard saying, "no pulse."
The officers and paramedics on the scene know immediately Thompson messed up as they realize he shot Cardall twice with a Taser, once when Cardall -- in the midst of a psychotic episode -- was already on the ground.

"Did he come after you?" an officer whispered at taser-happy officer Ken Thompson.

"Huh?" Thompson replies on police and 911 dispatch recordings.

"He went right at you?" another officer asks Thompson again, later.

"Yeah," Thompson flatly replies.
Brian Cardall died at the scene. Hurricane police have declined to comment as to why the Thompson chose to use a Taser instead of attempting to subdue Cardall with other methods. Multiple officers were on the scene. Yet, they could only afford 42 seconds to assess the situation before getting busy with their so-called 'non-lethal' taser on a confused man.

What is your take on this taser-related death?

911 Tape Recording of Brian Cardall's Taser Death

Less than a week ago a family lost their husband, father and son ... Brian Cardall ... because a Hurricane police officer was too trigger-happy with his taser gun. Brian Cardall was working toward his PhD at Northern Arizona University in molecular ecology. He was driving with his wife and daughter back to Arizona last Tuesday when he became disoriented.

Brian Cardall was bi-polar. In the middle of a desert road his mind began playing tricks on him. He was unarmed. He needed help. Instead of help ... he was killed because a police officer was too lazy to use commonsense and too quick to use his shiny new taser gun.

Instead of patiently getting Cardall under control to help him ... this Hurricane police officer (does any villager know his name yet?) electrocuted Cardall with 50,000 volts of electricity. Cardall dropped. Cardall died. Now a 2-year old baby and his unborn sibling will grow up without a Daddy.

Was it justified? You can judge for yourself. The Cardall family released the following 911 recordings on the death that occurred last Tuesday.

The recordings reveal Cardall’s wife’s pleas for help from authorities ... and the preoccupation with the authorities for painting Cardall as a druggie posing a danger to the 2-year old child.

Duane Cardall, Brian's father, said the family has listened to the tapes released by the Washington County Critical Task Force to the family. But even after that, they don't feel there is any way a taser should have been used.

In a press release late Friday afternoon, Hurricane City attorney Peter Stirba stated that, "Ms. Cardall reports to dispatch that Mr. Cardall has taken all his clothes off and is naked, she is afraid he is going to jump in front of a car, and that he is chasing after cars that have pulled over to help, and she is afraid he will 'freak out' on one of them."

The Cardall family today says they stand by their earlier statement and that,
"While Mr. Stirba may have provided his interpretation of the recordings in his Friday afternoon news release, we feel he has omitted numerous highly significant facts, which we feel the public should know."
I remain convinced that we need to push for congressional hearings on the 22 taser deaths in America so far this year.

You've heard the 911 tape from Cardall's wife. What say u?

Autopsy Report: Taser Contributed to Death of Robert Mitchell

We had some movement in the death-by-Taser case of 16-year old Robert Mitchell. Villagers may recall that this was the 5'2" teenager chased into a vacant house by Warren (MI) police officers a couple of months ago. The youngster was unarmed. The police decided to pump Robert Mitchell with 50,000 volts of pure electricity instead of following the 'Use of Force Continuum' policy to gain custody of this diminutive teenager.

The medical examiner says that a heart condition most likely aggravated by the use of a Taser caused Mitchell's death. Mitchell is one of 22 people dead-by-Taser so far this year in America.

The manner of death for 110-pound Robert Mitchell is listed as "indeterminate" in a 10-page autopsy report completed by forensic pathologist Cheryl L. Loewe and signed May 28 by Macomb County Chief Medical Examiner Daniel Spitz. [SOURCE]

"The heart condition is the immediate cause of death," said Loewe. "Certainly, we cannot ignore the time relationship when Robert was Tasered and then found unresponsive and went into arrhythmia, coupled with the fact that Taser probes were applied over the chest.

"In a healthy adult, it's unlikely an arrhythmia may have been precipitated by a Taser. This is a unique case because of the underlying heart disease
."
Of course the Warren Police Department has already moved on. The taser-wielding officer had a 3-day weekend after the killing. There is no further effort to punish the man who killed this young Black child.

Warren Police Commissioner William Dwyer said "We do support the officer that used the Taser. It was justified, there had been an internal investigation conducted," Dwyer said. "The (Macomb County) prosecutor's office also ruled he's exonerated. The prosecutor agrees with us -- it was justified."
Mitchell's mother, Cora Renea Mitchell, who also picked up the autopsy report, said she's hoping the information will bring answers and closure to her family.

"Today is a new day," she said. "I want to go over it and really see what I find."
The autopsy said Mitchell suffered two Taser probe-related injuries -- above and below the nipple -- on the left side of his chest. The autopsy didn't reveal any other signs of injury to Mitchell's body.

"We know the Taser contributed to his demise. We want justice," Mitchell's grandmother, Charlotte McGlory, said this morning. "We want them (police) charged with first-degree murder and prosecuted."
The police had this child under control. They were patting him down. The youngster is small (5'2") and doesn't weigh much (110 pounds). These are factors that the district attorney will need to consider as decision to file charges against the Warren police officer are made. What possible justification can there be to kill this kid with a taser?

Health Care Facts vs. John McCain's Fiction

The United States ranked last in terms of efficiency among five other nations with universal health care, according to a Common Wealth study. The government-run health care system in Great Britain ranked first.

Compared with five other nations — Australia, Canada, Germany, New Zealand, the United Kingdom — the U.S. health care system ranks last or next-to-last on five dimensions of a high performance health system: quality, access, efficiency, equity, and healthy lives.

Efficiency: On indicators of efficiency, the U.S. ranks last among the six countries, with the U.K. and New Zealand ranking first and second, respectively. The U.S. has poor performance on measures of national health expenditures and administrative costs as well as on measures of the use of information technology and multidisciplinary teams. Also, of sicker respondents who visited the emergency room, those in Germany and New Zealand are less likely to have done so for a condition that could have been treated by a regular doctor, had one been available.

John McCain never did let the facts get in the way of his arguments. Am I the only villager who feels blessed that McCain is not currently living in the White House? Check him out as he talks nonsense about health care reform in the United States:

I'm looking for feedback. Share your village voice with us on the issue of health care reform. What are you thinking as you listen to McCain, Obama and others?

Obama on Health Care Reform (Video)

Villagers, one of the most important political fights of our lifetime will take place this summer --- health care reform. President Barack Obama made another strong pitch for overhauling the U.S. health care system, calling it "a ticking bomb for the federal budget." It is important that villagers make their own decision on this political debate.

Obama went before the American Medical Association yesterday to declare that the existing system leaves too many uninsured and forces "excessive defensive medicine" by doctors worried about malpractice suits.

Obama told his audience he is open to requiring all Americans to have health insurance. But he emphasized that the plan he envisions would permit continuing help for those who cannot afford it on their own. Obama said a "health care exchange" would be set up for the uninsured to choose a plan.

Without such change, Obama said the U.S. economy could end up in the same shape as the failed General Motors Corporation and Chrysler.

You've seen clips of his speech on the news. Here is his full speech ... unfiltered. You be the judge!

What are your thoughts on the health care reform debate taking place in America today?

Manic Monday: Shower (or Stop Black AIDS)

This week's theme for Manic Monday meme is shower. Have you seen the movies where folks are rushed into a shower to cleanse themselves of hazardous materials. We've seen these hot HazMat showers in atomic labs or emergency rooms or government offices.

I often wish that folks with HIV/AIDS could simply take a special shower to remove the disease from their body. My wish is not coming true. We'll need to do something else if we hope to eliminate HIV/AIDS in our community.

The incidence of HIV/AIDS has reached alarming rates among African Americans, and young Blacks are being hit hardest. To address the crisis, our blog is supporting efforts by TheLoop21.com and Magic Johnson Foundation, a recognized leader in HIV/AIDS prevention efforts, for an online awareness campaign this summer.

We will participate in the national conversations about the crisis during the weeks of June 21-27 and July 19-25. The whole idea is to call attention to an epidemic often ignored by the mainstream media and to search for a way to begin addressing a problem that's deeply affected our community and is only getting worse.

Get involved by reading about why a campaign like this is needed. Read about why HIV/AIDS has become a crisis or how Congress can get involved, find some books on the subject, sign our petition or become one of our partner organizations or bloggers and check back often for more of the kind of stories about this issue you won't find anywhere else.

What you can do right now?
  1. Add the logo to the right to your blog or Facebook page (Here's how: right click, or control-click on a Mac, and "save image as" to your computer)
  2. Start an online discussion about AIDS on your blog or Facebook page
  3. Subscribe to our HIV/AIDS Awareness groupsite.
  4. Join in the first national online discussion June 21-27
  5. Sign our petition and encourage others to do the same.

Please take a moment to share your thoughts on this effort to stop AIDS in the Black community.

President's Weekly Address: 'Health Care Reform as the Key to Our Fiscal Future'

The President has long noted that skyrocketing health care costs will be disastrous in terms of our long term national debt unless we pass real reform. In this Weekly Address, the President also explains how he will cover the upfront costs of reform by eliminating overpayments from Medicaid and Medicare and driving down costs contributing to government’s health care expenditures across the board.

I agree that health care reform is critical for our nation. I'm a self-employed entrepreneur operating without health insurance. I wonder how many others that read this blog are living without health insurance? What is your take on the health care reform issue?

Dwight Madison is Military Veteran Killed by Taser While in Police Custody

Harford County authorities are investigating the death of an inmate at the county detention center. The county sheriff's office says 48-year-old Dwight Madison was arrested Thursday for trespassing in Bel Air (MD). Officials say he became uncooperative on Friday when deputies tried to fingerprint him, fighting with two correctional deputies and one civilian employee. [SOURCE]

Since when do we give the death penalty to someone that is 'uncooperative'? Police have been dealing with uncooperative prisoners who resisted fingerprinting for decades. I don't recall any of the suspects being killed before. Now that the police have such easy access to a tool that they feel is 'non-lethal' they appear ready to use it at a moment's notice.

Dwight Madison is the 22nd person in America to be killed this year as a result of taser fire from the police. Doesn't it seem that something is wrong with a weapon that is unintentionally killing folks on a weekly basis?

Perhaps it is time for you to join us in asking for congressional hearings on the increasing incidents of taser torture in America!

Mary Frances Berry’s 'And Justice For All' Calls For Change

I was on a conference call with Dr. Mary Frances Berry the other day. She is an American legend who currently serves as the Geraldine R. Segal Professor of American Social Thought and Professor of History at the University of Pennsylvania, where she teaches history and law.

Many villagers know Berry from her years as chair of the US Commision on Civil Rights. She now thinks that the Civil Rights Commission is outdated and needs to be blown up and re-started. She doesn't think that the current commission can deal effectively with issues like Torture, Immigration, Police misconduct, Marriage inequality, Educational achievement gap, Racial profiling and Hate crimes.

These tough and thorny issues populate a civil and human rights landscape that demands federal action, says Mary Frances Berry. Drawing upon a tenure on the U.S. Commission on Civil Rights that traversed five administrations, Berry maintains that the Eisenhower-era panel established as a federal watchdog is sorely out of step with today’s challenges.

Berry calls for abolishing the existing Commission and beginning anew with a more muscular body that can effectively respond to the clamoring for justice. In her recently released book, And Justice For All, The United States Commission on Civil Rights and the Continuing Struggle for Freedom in America (Knopf, 2009), Berry offers lessons for the Obama administration and Congress.

"There’s a whole new set of realities that need to be addressed, our conversation has to be about race, but also about gender, immigration, sexual orientation, disability, national origin and religious affiliation," says Berry, "We need a Commission that will vigorously fight for everyone’s right to be treated fairly because of their humanity."
New Vision for Commission - Berry’s vision is of a Human and Civil Rights Commission with greater independent power to investigate rights violations and demand corrective action.

"One of the Commission’s historic strengths has been that we’ve been an equal opportunity annoyance," declares Berry, of the independent panel. "We’ve angered Democratic and Republican administrations alike for exposing problems they wanted kept hidden and for giving a voice to the most vulnerable among us. A robust Commission needs to be able to enforce subpoenas without the president’s permission, regardless of who sits in the Oval Office."
Individuals and private organizations will have the power to file suit if an enforcement agency refuses to act on CRC findings within a specified time under Berry’s reimagining of the Commission. Berry also proposes clarifying the length of Commissioners’ terms and requiring Senate confirmation for those appointed by the president. Bitter legal battles erupted in the past when Commissioners (including Berry) and the White House fought over term expirations.

The current public outrage over torture demonstrates why we need a Human and Civil Rights Commission to scrutinize compliance with international human rights covenants, Berry insists. The existence of an independent and forceful Human Rights Commission to act as a watchdog on U.S. compliance can lessen complaints about the U.S. holding other nations to human rights standards that America does not observe.

The Last Five Years - Berry calls the present Commission virtually invisible and points to its silence on explosive issues including the police shooting of Sean Bell, the lack of funding for No Child Left Behind, the U.S. Attorney firings scandal, and the racially disparate treatment of Katrina victims.

By 2006, Berry argues, the Commission had even lost influence among their conservative congressional allies who ignored the CRC’s advice by overwhelmingly voting to reauthorize the Voting Rights Act. Many observers noted that the enormous turnout of African American and Latino voters in 2008 that led to the election of the nation’s first African American president would not have been possible without the Voting Rights Act.

Race in the Age of Obama - Berry offers a ringing dissent to the notion that the election of President Obama means we have become a post-racial society, and argues that his election makes a more universal and revitalized Human and Civil Rights Commission more possible.

"Obama’s success could inspire a renewed determination to end denials of opportunity in our society," she says. "Or it could also result in self-satisfied stagnation if people choose to tell themselves that the successes of Oprah Winfrey and President Obama prove that discrimination no longer exists."
A reinvigorated Commission with a bold mandate could also repair some of the damage to civil rights inflicted by recent Supreme Court decisions.

Race and the Roberts Supreme Court - The Supreme Court term that ends in June may radically transform our racial landscape. The Court heard three cases that are integral to civil rights: on affirmative action, mortgage discrimination, and Section 5 of the Voting Rights Act.

"A reversal of Section 5 could be a potentially devastating blow for the protection of minority voting rights. If the Court hands down an adverse ruling we will need a revitalized and independent Human and Civil Rights Commission more than ever," Berry opines.
I enjoyed listening to Dr. Berry during the 1-hour conference call. Her deep commitment to issues of civil and human rights was self-evident throughout the call. During our conference call she suggested that the Obama Administration should appoint an envoy to deal specifically with the crisis in Darfur.

I plan to read her book. How about you?

Brian Cardall's Dad Says, 'Taser Should Have Never Been Used'

Brian Cardall, recently diagnosed with bipolar disease, was driving home from a family wedding in Salt Lake City with his wife when he became disoriented. He stopped the car and got out. His wife called 911 to request medical assistance.

According to a witness, Cardall removed his clothing and stood on the side of the road, as if directing traffic.
The woman says Cardall was calm; he'd taken off his clothes and was waving his hands as if he were directing traffic next to the officers on the side of the road.

"As I looked back, he was still standing there. The kids looked back. He was still standing there. He was not running at all the whole time I was driving," the woman said.

She was able to view the scene for about a minute and didn't see Cardall behaving aggressively toward police.

The police arrived on the scene and killed Cardall with 50,000 volts of electricity from their taser gun.

As the Cardall family continues to grieve for the promising scientist with a second child on the way, they are left with more questions than answers as to why police chose to use a Taser to subdue Brian as he walked near a highway in a confused state.

One thing that they know for sure is that their son didn't deserve to die on that road. Duane Cardall, Brian's father, is certain a Taser should not have been used on his son.

"Absolutely, unequivocally a Taser should have never been used in this instance," Cardall said. He said, to his knowledge, his son died within moments of being hit with the Taser.

Brian Cardall is the 21st person in America to die from taser-related shooting this year. Torture isn't limited to Dick Cheney. Taser-torture is occuring all over our nation. Isn't it time for you to join us in our call for congressional hearings on taser torture?

Old School Friday: Ghetto Supremes

This week's theme for Old School Friday is 'Keep It in the Family'. This is a theme about mothers/daughters, sister/brothers, aunts/nephews who sing. Let me begin with the obvious ... the Jackson 5 would have been the easy choice. However, I decided to go where no villager would dare go ... straight to the projects in Chicago.

How many of y'all remember what it meant to have a 'rent party'? James, Florida, Thelma, JJ and Michael once had to put on a rent party for Willona (their neighbor) when she was about to be evicted. This family showed us that you could have GOOD TIMES even in the midst of economic chaos. In the following video you can enjoy the vocal styles of Florida, her daughter and her neighbor ... (obviously this was done before Janet Jackson was added to the cast!)

Asante sana to Mrs Grapevine and Ms Marvalus for creating Old School Friday. I encourage all villagers with a blog to participate in this weekly meme!

District Attorney Refuses to Release Autopsy Report in Taser Death of Jamaal Valentine

Galveston County Medical Examiner Stephen Pustilnik has finished an autopsy report on Jamaal Valentine.

Villagers may remember that Valentine is the 27-year old Black man killed by La Marque (TX) police officers who got into a fight after being called to the site to give help because of the victim's possible heart attack. Valentine died on May 17.

The autopsy report is being kept hidden by the powers-that-be in Texas. Galveston County District Attorney Kurt Sistrunk said his office is opposing the release of the report to the public while his office investigates the Valentine case. [SOURCE]

There is no confirmation that Valentine had any drugs in his system the night he got into the tussle with police. It is likely that the police and district attorney are afraid to publish the autopsy report because it will clearly show that the unnecessary electrocution of Jamaal Valentine with 50,000 volts of electricity from the police taser gun was the cause of death.
“It is still an ongoing investigation, and we are still reviewing the evidence,” Sistrunk said. “There may very well be a need to have follow-up interviews with the witnesses that the Sheriff’s Office has spoken with, or other witnesses who have yet to come forward, and it is in the best interests of everyone concerned that we do all we can to avoid even the hint of impropriety by providing the impetus, so to speak, of an allegation that a witness didn’t come forward until after all the findings were released and their recollection was thus subject to an allegation of being influenced by the M.E.’s findings, if they were released.”
Sistrunk said he would be meeting with Valentine’s family next week to update them on the progress of the investigation. Hopefully, the public will be updated as well. There have been 21 taser-related deaths in America so far this year. Isn't it time for us to get all the facts?

Taser Torture of Gary Decker is Ruled a Homicide by Tucson Medical Examiner

I must admit that I was surprised to learn that the medical examiner in Tucson AZ ruled that the taser-related killing of 50-year old Gary Decker is a homicide. [SOURCE]

Villagers may recall that Decker died from a combination of cocaine intoxication, multiple blunt force injuries and being restrained after he assaulted three police officers April 16 at the Extended Stay America, 5050 E. Grant Road.

He was confronted by officers after a hotel employee and some patrons complained of hearing music and loud noises coming from his room. After knocking on the door, police officers entered the room and found Decker nude and holding the seat he had torn from the toilet.

He attacked the officers after they tried to talk to him and a struggle ensued before officers electrocuted him with their taser guns. He died a few hours later at a local hospital.

According to the autopsy report, Decker suffered two puncture wounds to his chest and additional wounds to his right hip when he was Tasered. He also received numerous rib fractures. Decker had cuts and bruises all over his body, including his head, neck, abdomen, shoulders and arms, the report states.

Homicide. Murder. Death at the hands of another. It seems that the Tucson police officers that entered that hotel room didn't get the cover they expected from their local medical examiner. I wonder if these police officers will be arrested and charged with a crime?

More importantly, I wonder if congressional hearings on taser torture are more likely as a result of this homicide ruling.

Another Taser Death in America -- This Time in Mormon Country

The police force killed another person with 50,000 volts of taser power this week. Brian Cardall, a 32-year old Utah man returning to Arizona to complete his PhD in ecological genetics, was tased to death by a Hurricane (Utah) police officer.

Video Courtesy of KSL.com

Cardall leaves behind a wife, a daughter, Ava, and a baby due in September. The Hurricane Police Department is already in full C.Y.A. mode as evidenced by this notice on their website which says:

Police and medical personnel responded to a call for assistance with an agitated subject on State Route 59 this afternoon in Washington County. During the incident, Kenneth Thompson, a Hurricane City police officer deployed a taser and the subject lost consciousness. The subject was treated within moments by EMS personnel, but was pronounced dead after being transported to the hospital.
The folks who created this lethal electrocution device were quick off the mark as well. They issued a press release within hours of Cardall's death.

What are your thoughts as you learn about the 21st death in America this year at the hands of a taser-happy police force?

Resource Guide on Recovery Act for African Americans

Drumbeats from NAACP Wichita Branch informed us that the Congressional Black Caucus Foundation (CBCF) has prepared a resource guide for African Americans to highlight some of the major provisions within the American Recovery and Reinvestment Act of 2009 (ARRA) that are critical to our community.

Commonly called the Economic Stimulus Package, ARRA is the most comprehensive economic recovery legislation in the United States since the New Deal of the 1930s. ARRA provides federal funding to states and local communities for projects and programs that will address budget shortfalls for critical issues, such as employment, housing, and health care.

"CBCF fully supports ARRA because it provides vital resources for improving the circumstances of African Americans and all Americans who have been disproportionately affected by the current economic crisis," said Elsie L. Scott, president and chief executive officer for CBCF. "Our guide allows readers to quickly reference where funding is going for education, health, economic development and social welfare - all areas that can stimulate and boost the economy by creating and saving jobs in the private sector."
A major source of job opportunities will come from training programs and projects. For example, $16.8 billion is allocated for energy efficiency and conservation block grants, including funding for weatherization assistance, $636 million for business loans programs and $50 million for YouthBuild to provide disadvantaged youth with education and employment skills, youth development and training activities.

"One of the most important aspects of the Act is that it is intended to quickly disburse funds to revitalize and improve our most economically vulnerable communities," said Alana Hackshaw, Ph.D., and author of the guide. "This represents a major step forward for many in African-American neighborhoods. With the federal agencies working with those who are responsible for urban policies and the system of transparency and accountability among states and local communities in order to prevent waste, fraud and abuse of funds, we can begin to turn the economy around," she said.
Villagers, have you seen any evidence of the stimulus package in your community?

Top 10 Black Blogs (Jun 2009)

Hotep Villagers! I can't seem to get this monthly update posted on the 1st of the month any longer. But, the wait for the June 2009 Black Blog Rankings (BBR) is over.

I'm happy to report that we have 1,704 blogs in this month's rankings. Two new blogs (This is SOHH.com and Womanist Musings) enter into the Top 10 this month. Living Life Abundantly (BBR #13) and La Shawn Barber's Corner (BBR #14) dropped out of the Top 10.

Currently, we track 1,704 blogs ... up 45 from last month. One thing I noticed this month is that the overwhelming majority of Black-owned blogs have declining Technorati Authority scores. This means that we have less links to our blogs today than we did six months ago. Methinks that this is direct result of links related to the 2008 presidential election dropping from the mix.

We recognize that not every Black-owned & operated blog is on our current list and we are counting on you to let us know about any Black-owned and Black-operated blog that should be added to the BBR.

Without any further ado, here are the Top Ten Black Blogs for June 2009:

  1. Pam Spaulding: Pam's House Blend (Authority: 918 / Rank: 1,841) - [Politics] Pam's blog continues in the BBR #1 for the 12th month in a row. Pam is a leading voice in the LGBT community as evidenced by her recent Huffington Post commentary. She will be a presenter at the 2009 Blogging While Brown Conference later this month. This blog was BBR #2 in June 2008.

  2. Ahsmi Rawlins: Nah Right (Authority: 678 / Rank: 3,023) - [Entertainment] Ashmi (a.k.a., ESKAY) is the top-ranked gossip or entertainment blog on our list. In fact, Vibe.com recently named Nah Right as the 'The Best Rap Blog'. I'm still waiting on some villager to give me the 411 on his blog logo!?! I was born and raised on St. Andrews Place in Los Angeles so the irony intrigues me every time I log onto Nah Right. This blog was BBR #4 at this time last year.

  3. The Bossip: Bossip.com (Authority: 625 / Rank: 3,677) - [Entertainment] Moguldom Media Group, which owns Bossip, is run by Marve Frazier and the founder who seeks to keep her anonymity. So, I guess that I've finally figured out that The Bossip is a woman. One thing that I know for sure ... Gabrielle Union is pissed off at The Bossip. This blog was BBR #1 in June 2008.

  4. Felicia Palmer and Steven Samuel: This is SOHH.com (Authority: 592 / Rank: 3,677) - [Entertainment] SOHH stands for Support Online Hip Hop and is a blog based in Jersey City, NJ. SOHH.com is a destination site for fans of hip hop music. The site was created in 1997 as a more cost-effective information alternative to a monthly print publication called 4Control Media, which launched two years earlier. This blog was not ranked a year ago.

  5. Angel Laws: Concrete Loop (Authority: 504 / Rank: 4,702) - [Entertainment] Angel Laws is the 24-year old sister who who owns and operates popular entertainment blog. Her blogging history will be a compelling backstory for this presenter at the 2009 Blogging While Brown Conference later this month. Unfortunately, not everyone is a fan. SandraRose.com (BBR #20) showed her animosity in a recent blog post. Anyhow, Concrete Loop is a popular destination on MySpace. This blog was BBR #3 in June 2008.

  6. Natasha Eubanks: Young, Black & Fabulous (Authority: 439 / Rank: 5,725) - [Entertainment] Natasha Eubanks has been in the blogging game since July 2005. 8. Baratunde Thurston and Cheryl Contee: Jack and Jill Politics (Authority: 382 / Rank: 6,988) - [Politics] Baratunde and Cheryl will share their unique Black bourgeoisie perspective on U.S. politics at the 2009 Blogging While Brown Conference later this month. 9. Wayne Bennett: The Field Negro (Authority: 327 / Rank: 8,556) - [Social Commentary] Wayne is my favorite blogger, although I must admit that RiPPa is making a run for that title. This practicing attorney was born in Jamaica, however, he considers himself a citizen of the world. His blog is revolutionary in nature with no-holds barred commentary on the worlds of entertainment, sports, and politics. He operates on a blogspot.com platform and refuses to cross-promote on any other social network. This blog was BBR #14 in June 2008.

  10. Renee Martin: Womanist Musings (Authority: 322 / Rank: 8,747) - [Social Commentary] Rene proudly laid out her Womanist Manifesto in April 2008. Her blog has risen faster and farther than anyone else in the past year. About the only thing that Renee is mistaken about his her review of the iconic television series, '24' ... but, that is a story for a different day! This blog was BBR #860 at this time last year.

This ranking is open to any blogger of African descent who owns/operates a blog. Villager's Black Blog Rankings lean heavily on the Technorati Authority and Rank score for each blog. The Technorati authority and rank numbers are shown in parenthesis. The authority figure includes a number of factors including the number of blogs that are linked to this blogger over the past six months. The rank number indicates how many blogs are between the one listed and The Huffington Post, which is the #1 overall blog in the universe.

We added clickable links to the Word version of the Villager's Black Blog Rankings. Let me know if you want a copy of the Word version. In the meantime, I would be interested to hear from you. Is it worth the effort to update this list each month?

Manic Monday: Shine

The theme for this week's Manic Monday meme is Shine. I would like to shine the light on HIV/AIDS awareness efforts in the Caribbean.

June 8 is Caribbean American HIV/AIDS Awareness Day. The National Planning Committee convened by Caribbean People International Collective is the lead for the Day.

HIV/AIDS has devastated the Caribbean, which ranks second only to sub-Saharan Africa for AIDS prevalence. In 2006, the United Nations estimated that 19,000 Caribbeans died of AIDS, and that an additional 250,000 were living with the virus. In 2005, there were a reported 38,133 new HIV diagnoses among Caribbean Americans in the U.S.

There are many ways that you can shine the light in response to HIV/AIDS:
  1. get tested for HIV
  2. practice safer methods to prevent HIV

  3. decide not to engage in high risk behaviors

  4. talk about HIV prevention with family, friends, and colleagues

  5. provide support to people living with HIV/AIDS

  6. subscribe to our HIV/AIDS Awareness Day groupsite
I hope that all villagers will take this opportunity to think hard on steps we can each take ... not just in the Caribbean American community ... to prevent HIV/AIDS from its continued devastation. Shine your light!

Prosecuters in 'America's Most Racist City' Set Dragging Death Killers Free

Some villagers may recall that we annointed Paris TX with the unofficial title as the 'Most Racist City in America'. The city lived up to its reputation with decision to release the two white men accused of killing Brandon McClelland, a Black man, in a racially charged dragging death. [SOURCE]

Shannon Finley and Charles Crostley were released last week in Paris after a judge granted the special prosecutor's motion to dismiss the case. The two men had been charged with fatally striking 24-year-old Brandon McClelland and dragging him over 70 feet with a pickup truck in September following the trio's late-night beer run to Oklahoma.

Last month, a gravel truck driver gave a sworn statement acknowledging he might have accidentally run over McClelland.

"His body was dragged and nobody gets charged?" said Brenda Cherry, a Paris resident and the president of Concerned Citizens for Racial Equality. "Even if a trucker came forward, that's all it takes? Even the trucker's not charged? If you hit someone, you don't get charged? Nobody gets charged with this?"
Is there any reason for Black folks to stay in Paris TX any longer?

Horrible Design Idea: Neighborhood Driveway

I have to imagine it would be difficult to sell houses in this neighborhood even in the best of economic times!

Online Petition: Water for the World Act of 2009 (S.624)

Please help improve access to clean water and sanitation for the world's poorest people by asking your senators to co-sponsor the Water for the World Act of 2009 (S. 624).

This important legislation is stuck in the Committee on Foreign Relations, and it needs at least 20 co-sponsors in order to get the attention of Senate leaders.

Pat Buchanan's War Against Sonia Sotomayor

One of our villagers recently commented about the virulent racism spewing from Pat Buchanan in the past week or so. We talked about Buchanan's racist streak last year. No doubt about it ... Buchanan is at it again as we listen to his never-ending race-baiting tirades against Judge Sonia Sotomayor:

I agree with Media Matters when they argue that MSNBC is making a mistake by having Pat Buchanan on the air to discuss any issue related to race. What say u?

Even Young People Aren't Fooled by Michael Steele

Check out the faces of these young people as they listen to RNC Chair Michael Steele.

What do you think of Michael Steele?

Taser Torture Approved by Judge Sara Sperrazza

We live in a strange world. Judge Sara Sperrazza ruled that it is legally permissible for police to shoot 50,000 volts of electricity into a suspect with a Taser to obtain a DNA sample, as long as it’s not done "maliciously, or to an excessive extent, or with resulting injury." [SOURCE]

No shyt. This county judge approved decision by Niagra Falls police department to use a taser on Ryan Smith to get a DNA sample that tied him to a shooting and a gas station robbery. Smith was handcuffed and sitting on the floor of Niagara Falls Police Headquarters when the 50,000-volt electronic stun gun was used on him after he insisted he would not give a DNA sample.

Taser International can now market their lethal weapon to police as another way for them to get DNA samples. Forget the old-fashioned options of getting the DNA from discarded bubblegum or soda pop cans. Let's just handcuff the suspect and send 50,000 volts of electricity into their body.

Do you agree with the decision made by this county judge?

You Better Axe Somebody...

Methinks that government leaders at local, state and national level could use the person who was creative enough with an axe to do this ....

We need this axe to be creatively unleashed on government budgets all over America!

Newt Gingrich: 'I Shouldn't Have Called Sonia Sotomayor a Racist'

The heat got to be too much for Newt Gingrich. He folded. He now admits that he was wrong to call Judge Sonia Sotomayor a racist. In a Human Events column, the former Republican House Leader wrote:

"My initial reaction was strong and direct -- perhaps too strong and too direct. The sentiment struck me as racist and I said so. Since then, some who want to have an open and honest consideration of Judge Sotomayor's fitness to serve on the nation's highest court have been critical of my word choice.

With these critics who want to have an honest conversation, I agree. The word "racist" should not have been applied to Judge Sotomayor as a person, even if her words themselves are unacceptable (a fact which both President Obama and his Press Secretary, Robert Gibbs, have since admitted)."
The remarkable thing is that Newt Gingrich aspires to be our next President. Can you imagine having a person with his lack of discipline in the White House?

Villagers, I encourage you to continue beating the drums against the voices of hate and extremism, who instead of looking at her judicial record have launched a vocal rampage that has reached new heights of absurdity.

Take action to put a stop to it.

Newt Gingrich apologized. However, former Congressman, failed presidential candidate, and anti-immigrant extremist Tom Tancredo, unable to provide a shred of evidence for his assertion that Judge Sotomayor is a "racist," went off the deep end on CNN, saying Sotomayor belongs to "the Latino KKK without the hoods and nooses."

Raising questions and concerns about Judge Sotomayor's 17-year record on the bench is legitimate. Resorting to outdated stereotypes, defamation of character, and outright falsehoods is not ... as Newt Gingrich learned.

Please join us and send a message to Chairman Michael Steele of the RNC, House Minority Leader John Boehner, and Senate Minority Leader Mitch McConnell asking them to denounce these statements and restore the nomination process for Judge Sotomayor to a more appropriate and civil discourse.

Republicans Continue to Attack 'Justice J-Lo'

Republicans continue to struggle with Obama's decision to nominate Sonia Sotomayor to serve on the Supreme Court. On the one hand, they claim that Sotomayor is a racist who is only being nominated because of her gender and ethnicity. On the other hand, right-wing Republicans continue to race-bait Sotomayor.

The latest to join the bandwagon is Debbie Schlussel, who called Sotomayer 'Sonia from the Block' and 'Justice J-Lo'. Schlussel feels that Obama chose Sotomayor for the "sole reason" that "she shares the life story of J-Lo, Jennifer Lopez."

Another right-wing kook, Pat Buchanan, continued his rampage against Sotomayor. He is now calling on the US Senate to "stand up for the white working class" and vote against Sotomayor.
